First of all what is your question? What you have given is simply a heading in a policy and procedures manual. The concept of separating functions in any process is to ensure that no one person controls the entire activity, in the case of governmental administration one is talking requisitioning, receiving, payment authorizing and disposition of assets. If all of these powers are in one person's control then that person can purchase from whom they want and also make personal purchases with public funds (or how middle level civil servants get to drive top end Mercedes and live in million dollar mansions).

Separation of powers is critical to proper functioning of the US Government. No one branch should be unchecked by the other two, despite Bush's repeated attempts to steal power for the Executive branch at the expense of the Legislative and Judicial branches. He harms the entire governmental structure when he does that.
