If money isnt an object, buy a creative labs mp3 player. It has a built in voice recorder. My muvo has it along with a built in fm radio. Really compact too! It will record your voice in mp3 format.

I own a Sony digital recorder (ICD-P320) and it works great. There are various settings for sensitivity and sound quality, it has a speaker so you can hear immediate playback, and it's very compact so it fits easily in your pocket. I paid $70 at Best Buy for it, but you can find it cheaper online. However, I think it records in .wav format, so if you want MP3 you would need a format converter. There are free ones on the internet.

I use a little USB Pen Drive MP3 player thingy that just uses a single AAA battery. It is very convenient but do check it records in mp3 mode some do it in wav

Best program I have used is COOL EDIT, but

There are dozens of recording/editing software packages out there. However... you could use SOUND RECORDER... and find a copy of wav2mp3 on the net... sometimes you can find a free-ware version.
Once you've got the WAV the way you want it... convert it... problem solved.
