States do not ask you if you are cousins. I have friends who married first cousins and had children. I have good friends who were second cousins. Their children turned out fine. Most people discourage marrying of cousins because of recessive diseases. But I had friends who were not related that ended up with a child that had brittle bone disease. My two friends both had the recessive trait. That is the on ly reason that they discourage marriage between closely related people. But many of the southern settlers married cousins because the place was sparsely populated and you knew more about your cousins that any other people.

Absolutely. Second cousins may marry in any state in the USA. Personally I think it is kind of icky, but there are no increased genetic risks involved in having children with a second cousin.

First cousins marrying is illegal in about half of the USA.
