Anything that has mass has gravity. Gravity is directly relative to the density and size of the object. Thats why the moon has 1/13th the gravity of earth. the only way to have gravity decrease is for the earth to shrink...

Gravity is an attribute that all matter in the universe possesses. The amount of gravity the Earth exhibits is proportional to it's mass, so the only way gravity would be reduced would be if the Earth started losing matter.

Do you mean what if the gravitational constant of the universe were to change?
Reduced gravity would mean nothing would exist solidly--everything would scatter apart.
If the reverse, the universe would compress into a tight ball, a black hole.
It is conveniently perfect, right where it is, and this is one of the six key numbers that allows everything that we know, to exist.

If you read the article below, you will see that gravity on this planet is the result of the spinning of the world. Gravity is affected by moving objects such as our moon. If the amount of gravitation on our world changed, it would probably be the result of an action that would result in a massive loss of life.

we would start floating into space - first gently but faster and faster the further away from earth we get. But thats not all - the earth itself would break apart and float off into space as the earth is held together by gravity

and so do buildings with poor foundations, our pets, our cars. Anything inside our houses. Of course the amount of decrease will determine the size(mass) of the objects that will float.
There will be serious astronimical reprecussions that I don't care to think about.

Actually, we wouldn´t start floating, we would be immediately thrown away in a tangent trajectory away from the earth due to the centrifugal force.
