I have found some maps titled as "relief maps" but they are 2D. Are these mislabeled and are actually physical maps?

Maps which show elevation or depth in real three-dimensional structures are called relief maps.
Contour map is a form of two dimensional 2D relief map. It's a map having contour lines through points of equal elevation. Maps showing elevations of the ocean floor are usually contour maps.

Therefore a relief map can be 2 dimensional.

Contour maps and relief maps are also called topographic maps. A map type that shows a limited set of features but including at the minimum information about elevations or landforms. It can also include buildings and man made structures.

A physical map is a map that shows identifable landmarks such as mountains, rivers, lakes, oceans, and other permanent geologic features. The distance of a physical map is measured by what is called base pairs. A physical map does not denote elevation, but only distance.

of course not. a relief map uses cartboard relief forms while a physical one uses just colors. They are both used for the same purpose

take it back to the store where you purchased it, tell them the one you bought is mislabeled by the manufacturer and ask them to give you a real 'relief' map

No, a relief map is for when you have no toilet paper or napkins and have to go number two on the highway with no rest stop in sight.
