My laptop keeps saying primary hard disk drive 0 not found. I was told my hard drive was dead and I had to get a new one. I need one quick and none of the stores I've gone to have internal laptop hard drives only external. Can my Dell Latitude use an external hard drive just until I find an internal one?

As you did not give the model number, can not be specific. But most Latitude laptops do not recognize esternal drives as boot devices.

Turn on the computer and immediately press the F12 key. The computer should display a screen asking you what device you want to boot from. If your laptop is capable of booting from a USB hard drive, you will have that listed there is a choose. If it is not, your laptop is not able to boot from an external USB drive.

The only place you can get hard drives for the Latitiude series is directly from Dell. Go to support.dell.com and enter the model number or express service code for you laptop. Click on accessories and you will be able to order a drive from there.

Depends on the external Hard Drive, if for example it connects via USB make sure to find out if your laptop can boot from USB (BIOS), if so then yeah, it will be okay, otherwise buy one from ebay, I bought one after mine died, just be careful on ebay though!
