I think the fact that public opinion has shifted so much against him that he is worried about being hanged for war crimes and crimes against the state.
To all the people that gave the answers a thumbs down and to those that call this question and it answers "Bush-Bashing" you have no sense of American History. Speaking against the failed policies of a President and his administration is called DISSENT.

Why do you insist that this country has become a Democrat vs Republican issue when it has always has been (set up by our founding fathers) People vs Government Corruption.

I don't think he ever quit...loads of guilt lead to this kind of behavior the man is deeply troubled if you find the footage of him in the class room on 9/11 you can see the guilt written all across his face.It has eaten away at his soul.
