During certain economic periods and for certain jobs the number of applicants are very high. This is one way to handle the applications. It can also mean the "organisation" already has someone in mind but are required to comply.
Use the numbers game if you are desperate for a job and keep trying. Some countries provide assistance in job search!

There are too many applicants and their favorites will be put on a short list. The favorites will be notified.

It means they're not going to send notifications out to everybody - only the people who made the first cut. They go through the stack of applications and immediately throw out the ones who are obviously unqualified without bothering to notify them.

I think it means that after they have finished weeding through the resumes, they will set up the interviews. If you dont make it to that stage, dont expect to hear anything. The short list are the names of those who will be interviewed.
