Not any more than Bill Clinton was when he had Madeline Albright as his Secretary of State - and she is Jewish.

I think that for Bush, Condoleezza Rice is one of those people that you just want to keep working for you - and she'd probably do well in any position in the Administration.

He probably picked her for the job because he probably felt like she was the best person suited for the job. Also, considering the general "state" of the Department of State (sometimes referred to as the "lace panty" crowd) and how often then seem to be at odds with Republican presidents, he probably wanted somebody who was more on his side than Collin Powell was, somebody who would "whip things into shape" and take their direction from the White House, and not the other way around.

You can't let these type of things (foreign leaders being offended by your choice of people) factor into your decisions when you hire your people - particularly when it comes to the Government. It's your decision, not theirs. If they don't like her - that's their problem - not Bush's.
