Why not just look outside? Seems like a very simple way of determining weather to me...

Look at the sky. Normally dark clouds bring rain.You got to check the weather.

Call your neighbor on the phone and ask them.
Invite someone over and if then walk in wet that would be a clue.

Look at your dog when he comes inside. If he's wet, and you don't have a pond/swimming pool/whatever, then it's probably raining.
