On the mainland, it's St. Augustine, Florida. Offshore, I believe it's Havana, but I'm not real sure on this one. Maybe it's a village on the north shore of Hispanola.
2nd oldest - Santa Fe, New Mexico
This, of course, does not include Mexico as part of North America. Mexico City would then qualify due to it's Aztec roots.
