There are thousands of shops round the country selling designer items. At the end of each year or month, each shop has a certain amount of stuff they don't sell- because it's an unpopular size usually. Also many shops don't sell last season's stock, as they buy new.
So, TK MAX approach shops and get contacts. They buy stuff from each shop, and wham, they've got a warehouse full of stuff. I think they also purchase clothing from manufacturers- over makes, samples etc.

Direct from the manufacturer at a guess, get a job as a purchase ledger clerk there - not only will you find that out but you'll know what they paid for it.

Wholesalers. TKMaxx is cheap because they buy unused stock (note you'll never find any item in every size - and often just one item each of clothing). They buy stuff noone still wants, hence the cheapness.

It's last season's stuff they sell isn't it? I guess they get them straight form the manufacturer who didn't sell them before the season was over.
