Try Goof Off, it usually works wonders for me. Get a scraper too. Good Luck!

If you caught it fast enough, it will wipe up with some thinner or alcohal... but if left on very long, you'll have to patch the floor. PVC cement uses a chemical reaction that causes heat to help bond 2 pieces of PVC... so your linoleum will be marred at best.

IF EVERY THING FAILS--- YOU CAN CUT A PATCH.
IF YOU HAVE OR CAN GET A PIECE OF THE SAME LINOLEUM-- PLACE THE PIECE OVER THE BAD SPOT , TAPE IT DOWN AND CUT BOTH AT THE SAME TIME FOR A PERFECT FIT.
REMEMBER TO LINE UP THE PATTERN IF THERE IS ONE

Not sure how much is on the floor, or what color the floor is but try using nail polish remover with acetone.
