If you don't want to upgrade, and by dump I assume you mean get rid of everything on the computer...
This can be done with a nifty little thing called format.
Formatting your hard drive will result in losing your Operating system, all your program files...well essentially everything on your HD is wiped clean.
If you do this you have to have the installation cd to put your operating system on. Remember not to lose the key(Serial number) for your operating system. It's usually printed on the case the cd came in.
If you are sure you want to get rid of everything, this is how you can do it.
Restart your computer in MSdos mode.
Type format C:
type y
Wait while your harddrive is erased.

Dump it? If you mean up grade you can buy the full version of xp and do as upgrade or use an upgrade version but check it is upgradeable from ME. Or you can reformat the whol hard drive and start from scratch with a full version of xp which would be more stable. You will need to back up your hard drive this way.
