1st disconnect wire to electric choke[don't let it touch ground]
on left side of carb near the top is fast idle screw place screw on highest step of fast idle cam, now start engine aND adj this screw to1600 rpm. and reconnect choke wire and let engine warm up
2nd on-lowest step of fast idle cam start by turning mixture screw until engine runs smoothly [this is the lowermost screw on left side of carb]
3rd now put the fast idle cam in the retracted position [not touching fast idle screw] and set curb idle to 800 rpm [this is the big screw on the left side of the carb midway from top to bottom]
now tweak mixture screw to best smooth idle and reset the idle speed back to 800 and your done. just make sure that before you start that the valves are properly adjusted, the points are at .016 and the ign timing is correct before the carb is touched as any deficiency here will give a much less than satisfactory finish

They started fixing the adjustments in place around that time. It was supposed to be factory set and help clean up air pollution. If it is not running right look to other problems.
