I have the same thing on my forehead and the only thing that fixed it for me was prescription stuff and being on birth control. I was on prescription acne meds because that was only part of a larger skin problem for me.

I have been on lots of things, I have never personally used ProActive, but I am familiar with the active ingredient (I used a cream type thing before it was available over the counter). If the bumps are your only concern I wouldn't switch to the heavy duty stuff just yet. Try using a scrub at night and a cream cleanser in the morning. I would also stick with an oil free moisturizer. Try not to touch your face and if you wear make-up keep it really light so you don;t clog the pores any more.
