I've never read anything about her picking movie projects based on if they are set or filmed in Chicago or not so its probably just the luck of the draw that she's had some movies set there. It is worth noting that she has alot of movies set in LA too (just like almost every other American actor).
Chicago has alot of cultural significance so that is a big reason so many movies are set there. Also it and Illinois have a relatively good infra-structure and tax breaks for filmmakers. Some directors like Andrew Davis and John Huges set most of their films in this city. And finally many movies made in other parts of the US and Canada have their setting in Chicago.

The reason a lot of movies are set in Chicago is because there is so much to see there that they write the city into the story.

I don't know, but I looooooove Sandra Bullock! I think she'd make a great love couple with Keanu Reeves but somehow she married some vague guy who I'd never heard of.

Maybe it's just the directors that pick her. Many films are done in Chicago because of the great architecture & landmarks. It's a midwest city that also has a beautiful lake, so it's good for shooting romantic scenes.
