The only way you're going to get this free is if you build the site yourself using tools such as Dreamweaver Mx (this does cost money, but if you already have a copy - no probs), and even then you are going to need webspace some ISP's will give you a certain amount of webspace(e.g. 56MB) as part of the Internet service they provide for you, but if you need more you will have to pay up i am afraid. Finally you will have to get a domain name and register it(e.g with google) so people can find your site and this will definitely cost some money.
You will need to study HTML coding and then probably you might just be able to develop your site at a much cheaper cost.

You could try Yahoo! Geocities ( http://geocities.yahoo.com ), but I find that its web space provided is quite small. Perhaps you can visit http://www.freewebspace.net/ to find free hosting services.
