What happened to the second Assyrian bugger?

In H. Saggs's book The Might that was Assyria, he says that anyone convicted of buggery, i.e. sodomy, was buggered himself and then beheaded. But what happened to the one who buggered him? Could that be how the civilisation came to an end?

In any number of cultures being on the shall we say, "receiving" end of sexual activity, especially sexual activity considered indecent by the standards of the culture in question was/is considered to be demeaning and in some cases a greater "crime." Being the one who penetrates was considered to be a sign of power, being the penetrated was viewed as giving away power/being dominated and thus was considered demeaning. This certainly seems to have been the case in ancient Rome. As for Assyria, it's possible the same holds true.

if the bugger that buggered the bugger was a goverment bugger
then that was his job,so he himself would not be convicted of buggery. similiar to the beheader,he cannot be convicted of murder because he is a goverment empolyee, and therefore sanctioned to behead the buggers. regards LF
