NO! Julliard is a conservatory with an astoundingly good reputation. It is to the performing arts as Harvard or Oxford are to academics.
NYU has a good theatre program, but it is not a conservatory. You get a liberal arts degree with a theatre major. It's somewhat exclusive (you have to audition to get in), but putting NYU Drama on your resume just doesn't have nearly the same impact as Julliard.
I can't honestly comment on the quality of education or training that you get at either school, but I can tell you about the reputation. NYU will not really give you a leg up in the industry. I went to NYU Tisch (for grad film, not theatre), and the only success stories I remember coming out of there during my tenure were the guys who did "the Bombity of Errors," and the Dell guy.
I also worked at the New York branch of a major Hollywood talent agency, and I can tell you from the agent's point-of-view that seeing that you went to NYU is not particularly impressive.

No, it is not - Julliard is the best on the East coast (Yale is also very good as is Princeton). However, for those who can't afford the prices of Julliard and still want a good theater education they go to NYU Tisch school. It gets better every year there, they have great and working (in the field) teachers and you get the same access to agents as you do at Julliard - without the bit of snootiness that Julliard sometimes has.

Juilliard is more of a conservatory.
Tisch is more like a university.
