Could it be that you are taking a slow masturbating session with stops in between?
Sometimes it depends on the magnitude of pre-C sensation. If you get close to the orgasm, you will feel like as if you have already had the orgasm and ejaculated, even though you did not.
I experience that sometimes too...maybe you should try a fast session and straight to the finish line. That way you won't get your uncomfortable feeling.

That feeling is the actuall orgasm, not pre-***. When you ***, you feel the sensation so strongly that you can not continue. I think that is what is happening to you. It is normal. Pre-*** is just a bit of liquid that leaks out when you feel aroused.
