Law enforcement and/or a local prosecutor's office (District Attorney) may at times refer case investigation to the SBI (in some states also referred to as the Attorney General's Office) because of conflict of interest reasons or for a special circumstance where it would be difficult for the police to investigate without prejudice.

Example: The police are accused of abusing, beating or killing a person of another race, and the matter brings upon a very tense community reaction. It may be in everyone's best interest to have someone 'else' investigate the case, and to try to get it out of the hands of the people that will subsequently be accused by the citizens of bias.

The following case can be accessed as another example of why a case might be recommended to the SBI.
