start > control panel > Internet options
Internet properties winow opens
click on content panel
You will see content adviser and a button to enable it.
It will ask you to set a password which will have to be entered each time someone looks at a unrated website.

In the begining you have to enter the password for each website you want to open.
For that you will get to select the option
1) allow to view the page temperorily
2) allow to view the page always
3) allow to view the site always

There is a settings button,
when you click on it, content adviser panel opens,
there is a panel of approved sites, where you can enter the sites you want to be viewed on your computer. All other sites will be asked for a password to open.

It works. It is good. A little bit of work in the begining to approve the site for the first time.
