Actually; it's just looks like the sun reflecting off a fairly large mirrored roof.
You can see by the shadows on the trees that it's a sunny day, and that's it's almost midday. So it's quite possible that the sun could be bounced right back up and at the satelitte

This image was acquired from the QuickBird satellite. It has digital sensors which record the reflection of sunlight from the Earth as a 16bit digital number. When, as in this case, extreme reflection of sunlight (looks like a greenhouse in the lower right instance, not sure what the other one is, but probably glass) hits the sensor, it becomes saturated (essentially blinded for an instant), and so can't record the real readings from the Earth. The brighter the reflection, the longer it takes for the instrument to get back to normal.
So, no, not UFOs, just a bit too much sunlight for the sensor to handle.

I seen this at the time. I would have wished it to be earthquake stress light. I didn’t think there was anything ‘mysterious’ about it at all as nearly the whole city is plunged into darkness about 6 or 7 seconds afterwards except for the near lights on the buildings in the foreground. Two different circuits I presumed. I’ll leave it to you to work out. Hardly a mystery.

To me it looks like sunlight being reflected off something shiny. As for the long white streak maybe that's from the glare as the light is entering the satellite camera's lens.
