no, there is no formula.
BUT, there is common sense. frankly, i love common sense ^_^
to increase the dollar amount, multiply $78 by 1.3 (100% + 30%).
to decrease the dollar amount, multiply $78 (or the new number you just found by 78 * 1.3 which i will let you figure out) by .51 (100% - 49%).
because multiplication does not care about the order (commutative property i believe?), you could do the increase or the decrease first without altering the final answer (which i won't tell!)

yes. you take the percentage, and move the decimal to the left 2 spaces and multiply it by the number. ex .30 *1 = 30% of 1
to do this with 2 or more percentages like your other ex, just multiply them both. ex .49*.78*1=49% of 78% of 1.
basically take the percentage and move the decimal 2 to the left and replace of with times.
