yes
increasing by 30% means $78+$78*0.30
decreasing by 49% means $78-$78*0.49

the same thing can be done in one go as follows

to increase by 30% multiply $78 by 1.30 $101.40
to decrease by 49% multiply $78 by 0.51 $39.78

to increase , multiply 30/100 to 78 then add their products to 78
to decrease, multiply 49/100 to 78 the subtracts their products from 78

no, there is no formula.
BUT, there is common sense. frankly, i love common sense ^_^

to increase the dollar amount, multiply $78 by 1.3 (100% + 30%).
to decrease the dollar amount, multiply $78 (or the new number you just found by 78 * 1.3 which i will let you figure out) by .51 (100% - 49%).

because multiplication does not care about the order (commutative property i believe?), you could do the increase or the decrease first without altering the final answer (which i won't tell!)

In 48% of $78 for instance.Do 48/100.78, you will find the 49% of $78,so you must to do the result x + ou - $78.

yes. you take the percentage, and move the decimal to the left 2 spaces and multiply it by the number. ex .30 *1 = 30% of 1
to do this with 2 or more percentages like your other ex, just multiply them both. ex .49*.78*1=49% of 78% of 1.
basically take the percentage and move the decimal 2 to the left and replace of with times.

yes...

n= P(1+r) to increase
n= P(1-r) to decrease

n= resulting amount already decreased or increased
P= the amount you're increasing or decreasing e.g. $78
r= increase or decrease rate e.g. 49%, 30%
