I suppose the answer depends on the country.
In the USA, some states provide a death penalty for the most heinous crimes, such as killing with premeditation, killing a public officer or judge who is doing their job, or killing many people. The penalty is not immediate. Most states require a mandatory review of the trial and the evidence to prevent killing an innocent person. Some are demoted to life imprisonment, if a question on the trial is found.
Some states in the US have no death penalty, such as Wisconsin. When the mass murderer and cannibal, Jeffrey Dahmer was convicted, he could only get a life in prison. The mass killer John Gacy, killed dozens of boys and teens who he raped and buried under his house just 100 miles away from Dahmer, but he was killed with a lethal injection years after his conviction.
I have heard that death penaly in Saudi Arabia is quick after the trial with a beheading.
Many places take into account the question of sanity, however this is really controversial. What mass killer is sane?
If you are writing as a "pen pal" to a murderer and rapist, then I question your sanity too.

They let them spend some time in prison. A beautiful 6 ft length and 4 ft wide room just what they've been looking for. And then later in about a couple of years, that's when their nice fair well is presented to them. THE DEATH PENALTY.

The death penalty in the United States means that the person is sentenced to die for their crimes. But it also means an automatic appeal, meaning another court has to basically retry the case to make sure the person is guilty, and that his or her crime merits the death penalty.
Appeals can last for years, even decades, depending on the case.

Death penalty is the execution of the criminal that commited a hideous crime, though even when a felon gets a sentence of death, they hold it till the last time, because the governor may give order not to be executed and get only a sentence of life in prison.

When someone gets the death penalty they usually have to weight a few years before they are actually killed... I am not sure how or who decides how many years.

Yes. A sentence of death. Killing the convicted felon.
However, because of the way the criminal justice system works, it often takes years to carry out the sentence. Hence the term "Death Row", meaning the area where those sentenced to death are imprisoned awaiting execution.
