start > control panel > System > Hardware > Device Manager > Mice and other pointing devices
select the one you want to disable, and right click, and select disable in the popup menu,

Yes in the device manager, But why would you want to do this? This is olny done when a second mouse or other pointing device is attached to the computer. FYI if this is a laptop do not mess with it, or you might no be able to use it correctly in the future.
