a friend of mine was arrested for this violating health and saftey measures did not know what it is

Well, it's pretty self explanatory.

There is a law (local, county, state) that sets forth specific health and safety measures. Your friend is accused of violating those.

What those laws are vary based on location, and thus it's hard to say what was done to violate them. But when arrested or arraigned, your friend would need to be informed of specifically what they did, and which laws were violated.

This sounds like a "dirty restaurant" violation more than a criminal act. Give us some more details...what was your friend doing? The only other thing that comes to mind is that your friend is a drug abuser and was charged with that for improperly disposing of dirty needles.

Well, they usually get specific, and tell you which statute, and then you can look it up. But I'm guessing it is drugs, since that is the most common H&S violation.
