the way to evole a poliwhirl to a politoad is to use a cable link and trade a poliwhirl holding a kings rock.

well... since the second answer guys says he was obsessed with silver, he should know the answer, since politoed is a gold/silver/crystal pokemon.
when you have a poliwhirl, not a poliwrath, mind you, just a good old level 25 or higher poliwhirl, give it a king's rock to hold, and then trade it to someone. when it gets to your friend's game, it will turn into a politoed.
hopefully, your friend will then trade it back to you instead of keeping it.

well i dont play fire red but i used to be obsessed with silver/blue so im guessing politoad is the higher evolution of polywhirl...mostlikely you have to level higher unless your like over level 65 lol or find some type of item and equip your pokemon with it then level up or something i remember in silver onix evolved into steelix with an item
