If you get married in Florida, the regulations should be the same no matter where you two are from, assuming that you are asking about marriage certificates. If you are getting married in Peru, then you'll need to find out from that government.
As far as citizenship status, if you are an American citizen then your husband will be automatically allowed to live and work here. You can probably find out more from the INS.

If you ask about Florida, I assume its because you BOTH are physically present there. If so, then, to get married you both will need to present the same documentation than anyone else. The states do not make a difference between foreigners and locals. So call your civil registrars office. I would probably get ready his birth certificate with a certified English translation, his passport and local driver's license. You have to pay a fee to get your marriage licese and every state has guidelines as to how many days you need to wait after getting the license, if you need witnesses, blood tests, etc... Again, call the Civil Registrar's Office...
As to for USCIS (INS) that is a separate government office and they have their own requirements. DO NOT believe people who say that your husband will automatically have the right to live here when he marries you That is not correct. I practiced immigration law for many years and that is simply not the case. If he is here legally, then you can directly apply for his residency but if he is here illegally it is important to know whether he arrrived without inspection (crossed the border, used a fake passport) or arrived with a visa that alrady expired/overstayed his visa. That makes a world of a difference. If he overstayed, you can apply for the green card. Otherwise, he will be placed in deportation proceedings if you apply for his residency!!! He would be considered inadmissible and deportable. Be careful!!
