yes, any creature that need water to survive can feel thirsty. But for fish, its so natural for them to just drink it at small amounts that it has become regular. However, If a fish had a brain and decided not to drink water for a while but stay in water, then it would feel thirsty.
Its like breathing oxygen for us. We do it so normally but because were human and can control it, we know that we can be "thirsty" for air. Like when we hold our breath in. But animals dont do that because they dont have a brain.

Which fish...lung fish can feel thirsty if the rain doesnt come after many many months...otherwise, unless they are sick, then the fluid transfer by diffusion or osmosis or active transport(don't know which) should be fine.

If you put a fresh water fish in salt water it will not only feel thirsty it will feel dead.
