Depends on what the winning tour offer to cover the extent of your expenses when in USA - your cost of travelling, boarding, lodging, sight-seeing and other related expenses.

Still you should have some back-up funds for emergencies, shopping (if any), whether or not showing of such back-up funds is required at the time of Visa.
