I have this problem with a person in my life. If I bring up a problem, and that's how people have CONVERSATIONS, this one person thinks that I'm complaining. When actually I'm looking for feedback or suggestions. So what comes back to me is that this person is complaining about me "complaining." I think it's because this person has primitive communication skills and is too judgmental to understand how to hold an intimate conversation, or to be adult enough to say something to my face.
It made me feel foolish when it came back to me that this person has complained so I now keep it to small talk as much as possible. I don't need crap like that for trying to have a conversation and asking for an opinion, which should be a flattering occurrence. I think the bottom line is this person is immature and something has been bugging them for a long time and it's coming out in this passive aggressive manner. It sucks but I can't make this person grow up. All I can do is alter my behavior and realize that it's their problem that they aren't very enlightened or compassionate.
Yes, it's very negative (and passive aggressive) behavior to complain about "negative" people. It is very immature. If you're so bugged by a person's "negativity" then try to discuss it with them, for God's sake!

"is being" - Is not needed in this sentence but this is positive criticism and "by the way", which is not needed in my sentence; the opposite of negative is positive so praising positive people about being positive is that positive? (lol)

It's being negative.
We can't change anybody else we can only change ourselves. Accepting people's differences and being tolerant is positive.
