Yes you can and I have done it, but you have to be very care full.
Pay close attention to it's location, if it is located near a main artery it could very well be using that artery as it blood supply. If you are not care full not only could you suffer severe blood loss you could allow an infection to enter directly into you blood stream which could prove fatal.
Sterilization of the skin is just as important as the utensils you are using.

the stupid "ask your doctor" is a good answer bc some forms of skin tags can be considered precancerous and should be looked at by a physician just to be on the safe side. now if its a small tag that youve had for awhile and it hasnt changed much, they ya you can do it yourself, just make sure the knife is sterile and that you use lots of triple antibiotic ointment afterwards to stop infections

Tightly tie some dental floss around the base of the tag. That freezes the blood supply. It usually falls off in 1 to 7 days.
When you (or preferably a spouse) tighten the floss the first time it will sting a bit. Tighten it about 3 times.

You can do it, yeah, it's gonna hurt. You can hold it with tweezers and cut it off. My friend did it, but numbed the area with ice first.
Or if you are too chicken for that, you can take a small string or thread and tie it off, cutting it's circulation off. It will die and fall off. May take a while though.
