Tough question.
Would probably just keep it a secret but try to keep in touch and find ways to let him know my feelings in a gradual way. Kind of plays with a person's feelings to find out someone has a crush on you right as you're leaving that place.

Just tell him/ her, no point whining and thinking about, "What if's?" for your whole life. You might even get hook with him/her and then you will have a long distance relationship making all your friends really jealous of you.
If he/ she is leaving, he/ she would not bother telling u if you are unimportant, right? Just do it.... Even if you get your heart broken... ( look at the bright side), you would not bump to him/ her for a while and won't embarass or heart broken.

I'd guess I'd just tell him for two reasons:
1.) I don't want to be stuck on the "WHAT IF" stage...
2.) He's out of the city, why should I be embarassed?
