Then turn it on. Cookies are not evil as some suggest. Some sites require cookies to even work.

Internet Explorer: Click on Tools -> Internet Options -> Privacy. Set it to medium.

Mozilla Firefox: Tools -> Options -> Privacy -> Cookies. Select Allow Sites to set Cookies.

If one of these options is not available or you can't change them, you may have installed some hyperactive Security software? If so uninstall it.

That happens to me once in a while. Nothing is turned off, and it is just a glitch. Close your browser and then reboot your computer to reset everything. It Should be fine after that. It's what I do to solve this problem.
