You can create a fake webcam.. a webcam that is actually a slideshow of images or a video.. check out StickerCam:

Click the Broadcast tab and pick a video to send.. in Messenger select your webcam source as WackyB-StickerCam

Only the person with a webcam can send a picture. The other person can see it, but they will not send their image back. If both people want to see each other, there will need to be two webcams.
