Actually, no. The opposite of progress is more closely related to conservative. Congress is derived from the word congregate. The prefix pro is indicative of being for change, or active pursuit of something. Con means to be hesitant to change, or resist new ideas. We call our legislative branch Congress, because the members come together, just as a church group would congregate, in a central location. I am familiar with the joke you are alluding to, but though it may seve as a chuckle for some, it is intellectually, linguistically, and even metaphorically inaccurate.
