Well he seems to gets angry when Bart does something really mischievious... how many times in how many episodes have we all seen him choke Bart, or yell out and growl, "Why you little....!"
Like when Bart accidentally spilled his special hair re-growth potion that he paid HEAPS for.
Homer hates: losing hair, no food especially donuts/no beer/no TV (makes him crazy more than hateful), he hates Ned Flanders, he hates his job, he hates his boss etc etc......
But I think the top choice I can think of is Ned Flanders. Nothing/no one else irks him so much and so easily. He's always jealous about Flander's seemingly perfect family and chipper attitude etc.
