Not a stupid question at all!
A cover charge is just to make sure there is a profit for the night.
It is collected at the door, and your hand is usually stamped so you won't have to pay twice if you have to go out to your car or out for a cancer stick.
If you call ahead and find out the price, you can have it all ready to go at the door so you're not waiting there for change (that can feel a little humiliating if there's a really long line of impatient people dying to get in for a good band).

If there is a cover charge (which is basically just a fee for going inside) you will have to pay before you can go in and they will give you a ticket or stamp your hand to indicate that you have paid and so you can leave the club and go back in without paying twice.

a cover charge is a fee to get into the bar. it is usually paid at the door although i've heard of fancy bars allowing you to prepay the cover. i haven't been to one like 'cause i'm a little to low rent for that.
most bars don't have cover from day to day but may institute it on a high volume night like the friday of a long weekend.

Pay at the door normally.
It is a monetary charge to compensate for the expense of either running the place, paying the band, keeping out riff raff (by paying security) etc.

It's a cash grab for the bar...don't worry about it --they'll find you...but it's usually at the front door when you go in.
