Here are some I have seen or heard of that I thought were cute and which work really well for twins:
--Raggedy Ann and Andy
--Hansel and Gretel (the breadcrumbs are the key to this one!)
--Dice
--Cookies and Milk
--Two peas in a pod (that one works best if they are still really little)
--Peter Pan and Wendy
--City Mouse and Country Mouse
I think just about anything that we associate as coming together in real life would work for twins. The milk and cookies I saw were basically pretty simple costumes, but it was the fact that milk goes so good with cookies that I thought was so cute.

The boy should be Woody from umm.....i dont know what that movie was called lol, i cant belive i forgot..its a disney movie and its about Toys that are alive, but yea...he should be Woddy and the girl should be Jessie (the cowgirl). That would be so freakin cute!

I have 2 boys, not twins, but close. I dressed one as a roach and one as a can of roach spray. We go SO many people laughing. Sounds weird, but looked great. Good luck with that. Bet your twins will be precious no matter what you dress them as.

stick with Seuss red fish blue fish
raggedy Ann and Andy would be our childhood
while pregnant with my youngest we did ducks on a rope like the pull toy (it kept us all together to as a plus)
