It's not a matter of decency, or morality, or even the fact that our boobs are bigger than guys'. In many areas it's still illegal for girls to go topless in public, but that's changing. Many states (like NY where I live) now allow girls to legally go topless anyplace a guy can, and more girls are taking advantage of that right, even on regular "clothed" beaches.
I spend a lot of time at the nude beach during the summer, and believe me most girls are NOT ashamed to show our bodies either topless or completely naked.
Hopewfully society will become less uptight about simple bare skin...we've all got it, and nudity in appropriate places is definitely no big deal.

It's a cultural thing.In several African tribes, it's socially acceptable for a woman to be bare breasted.It's not socially acceptable for a woman to be topless in American culture.Shame or a negative body image has nothing to do with it.

Well it's more like it's illegal. However, the argument that it is because women have breasts makes seance, unless you consider the fact that there are plenty of men with relatively large breasts and there is no law against them walking around without a shirt on.
