Here is the page on the SS website about getting a new card when you change your name, I don't believe there's a charge:
http://ssa-custhelp.ssa.gov/cgi-bin/ssa.cfg/php/enduser/std_adp.php?p_faqid=315
He would also need to inform his employer to make sure there are no mix-ups with wages and taxes.
Here's a good page with steps on what to do:
http://www.ehow.com/how_4640_change-name-after.html
A man may have to get court papers before getting any documents changed unfortunately.
Another good page:
http://honeymoons.about.com/cs/eurogen1/a/namechange.htm
One more about the procedure:
http://www.soyouwanna.com/SITE/syws/changename/changenameFULL.html
Pay attention to the part about credit - if he's not careful he could lose any credit he's built up over the years.
Good luck!
PS - please disregard all the negative comments, I think it's admirable for a man to change his name when he gets married. I can't believe how ignorant some of the answers are here....

this is a bit confusing. It is usually the woman who changes her name not the man .
You need to get paperwork from every place that usues your non married name and switch to your married name. This isn't a huge deal, you just have to spend a little bit of time. Don't forget your Social Security number ....name needs to be changed. Just look up in the phone book
I assume your marriage lisense don't state new name because it is assumed the woman legally takes the man's last name.
I am just not sure why you are asking if HE needs to go to DMV or SS. ?? He can help you with this sure......but it is your job to get it done. Otherwise you will continue with your name before you were married. Some people keep their names others change it.
I don't remember it costing anything.

He has to go to the courthouse and file the paperwork.
Generally, it costs about $20.00 or so, depending on the state. A name change can be done in about 10 minutes.
After this, he takes the official paper with his new name on it to the Social Security Administration, the DMV, the bank[s] and other agencies until everything is changed.
I did this, and could not believe how easy it was to do so.

Take a certified copy of the marriage license to the DMV & SS office.
The license never has your 'new' names on it. You decide what they are to be after the wedding.
The man changing his name is more common than you think and many women don't change their name at all.

why is he changing his last name that is odd .... is he like hiding out or what i assume the same as a woman all you need is the marriage certificate ...if you dont have the marriage license on you and have to get a copy that may cost you a few dollars the drivers license should only be a few dollars if any and the ss office nothing....

your husband is changing his name, or you are changing yours? i just needed my marriage license but i dont know if rules are different for a man since it is rather unusual.
It didn't cost me anything to change my name except with the DMV, those bastards here in Florida charge you for a new license for everything!!

In Ohio it is 10.00 to change your last name and you do it at the courthouse........Then go to Social Security and you can change it one time for free, if I remember correctly.........All states are different though.....Check with your distributor or marriage licenses in your county........Take care...........

Why would he change his last name? Shouldn't you be changing yours?
