Contrary to popular belief, the scars were caused by a disease called Lupus which Seal suffered from when he was a child. The particular strain from which Seal suffers causes blistering especially around the facial area, which when ruptured cause deep scarring

The scars on his face were inflicted deliberately as part of a primitive African tribal ritual. Several public relations cover stiories have been put forward over the years to cover this up (just as Michael Jackson attempted to explain his deliberately whitened skin as uningtended side effects of 'vitiligo').
At first that it was said to be the result of a childhood disease. More recently (and absurdly) it is claimed that he suffers from Lupus. Lupus can make the face swollen (and thus 'wolflike', which is what 'lupus' means in Latin), not parallel scars on each cheek. Ritualistic self mutilation such as is evidenced on Seal's face is actually quite common in black Africa.
