Ummm . . . I assume you're talking about a strap-looking thing in some porn. That's called a c0ck ring, and it's supposed to enhance pleasure and help a man sustain an erection. Another possibility is that you're talking about the difference between a circumcised and an uncircumcised penis. You can search wikipedia for pictures, I'm almost certain.
