Go to this site and download it. It's called CleanMyPC. It is the best I've found. It's the simplest to operate. You don't even see the items getting blocked. It has a little counter to let you know it's working. It also can be disabled easily. And yes, it's free.

Both the google and yahoo toolbars offer popup blockers for computers using Internet Explorer.
But Why use internet explorer?

Some ISP (Internet Service Providers) provide free security suites. Most of the suites include privacy settings to block pop-ups. Windows XP SP2 includes built in pop-up blocking.

GET A google tool bar... you get a pop up blocker for good...
also you get other good things like spell check, auto fill, auto link and ofcourse direct search box for the internet.

Inside the browser click Tools --> Options
Click content, and look at the options for pop-up blocking
