No. Harrass to rape, that is a big step. Have you been raped? If so go and talk to someone, a professional, to help you work through it.
If not, have you been harrased by anyone other than muslim men? I have never exprienced this but I see men of all races oogle women who are wearing short shorts or low cut shirts etc. It's not appropriate and it's not an invitation for others to do harm to you in any way shape or form.
What I can say is that I have a larger chest and when I choose to dress my body in a complimentary way I do end up with a lot of cleavage, I have gotten so used to men staring at my chest that I don't really notice it anymore. Instead of being bothered, I decided to be indifferent. I realize that society has been fine tuned so that we are inindated with mass amounts of sexuality, it's everywhere. I personally don't feel that women are really that empowered here in North America, I think we live under a veil. We are sexualized, yes some women have used that to their advantage but it is still based on our bodies and our appearances, not our minds and spirits. We are the opposite of the women who are covered from head to toe. Some believe that the eyes are the sexiest part of the body so by that one area really being the only part to be exposed it can be very sexual.

I think the majority of cultures around the world overly sexualize women, it is not reserved to just one or two locations, rather it's our interpretation of exposure.

I don't think its that their men can control themselves. That's just the PR line. The real reason is simple: Control. Or the image of control. They see women's sexuality as a powerful thing, and even the slightest hint of that, is seen as a slippery slope that leads to women in positions of power, which can not be tolerated.
