Define the terms.
Relationship is any relating you have with another being, place, etc. The earth has a relationship with the moon, plants have a relationship with water, that is a symbiotic relationship, where the way you relate benefits each other.
I think all you other answerers are talking about a sexual relationship which is obviously what this gentleman was not talking about. He did not ask, when do you commit to someone for life, or do you have to be exclusive after you have sex.

It is a relationship when you have a standing date on Friday nights. And if the two of you have made a promise to only see each other exclusively.

In the first 3 months is the "Honey, I'll do anything for you," stage. But between there and 8 months, is when they show their true colours. I don't call it a relationship until after 8 months, then i might call them boy/girlfriend.

A relationship is when two people interact, whether it's just hello or more. You can just be polite strangers (hello/good-bye), casual acquaintances (hello/good-bye and other pleasant conversation topics), co-workers (work-related), friend/co-worker (some personal conversation/work-related), etc. How much of relationship are you referring to?

a relationship is when 2 people or more for swing and polyamory relationships decide they want the same thing , have the same goal ,or share the same idea,and make a comittment to attain that goal.be it sexual,emotional,or just frienship
