if u want the best caracter it shoudnt be a star
it should be a person who endured hardships from diffrent point of view and thrived in it
no its not a captian nor is it a person or machine
its a Holoprogram
Its "The Doctor" from voyager
unlike data he wasnt respected coz he was unique from the start
nor did he have the luxury of time gradualy achve it like a starship captian
he was disrespected from the start but proved that he can "go beyond his programing"
-he was able to save a lot of his comrads being nonorganic or metal
--1- saved voyager from kiska and the kazon
--1 saved chakotay and belana from the 20th century
--ect , ect, ect
-he was also turned into the "ECH"(emergany command hologram"
-he was able to tell starfleet of voyager's presence in the delta quadrent
and countless others
while his equal mark 1's were sent to mine dilithium
he was the first to vote for hologram's rights

This may be outside the scope of your parameters, but I think Captain Calhoun from the Star Trek New Frontier novel series. He is the perfect blend of Picard and Kirk. Willing to negotiate, but not afraid to kiss @ss.
