I think a beautiful girl/woman......
stands straight, proud & confident
is a healthy weight...not too thin or to heavy
has healthy skin & hair
not overly made up or hair too fussy
nice white teeth
bright clear eyes
feels good about herself
wears stylish clothes but not the fads
This may not be what you were looking for but this is what I think a beautiful girl/woman looks like

I think a linear balance is attractive most of all. That is, when the persons eyes are evenly spaced(distance from the nose) and when
you have everything in proportion. Eyes too big for the face, or a nose that is in need of some major scaffolding work is sometimes cute, but mostly famous attractive people are "even" everywhere.

pretty clean teeth
well dressed like a real lady
clean hair
very little make up if any
just a hint of perfume
medium to short finger nails nicly painted with pale colors
a gilmmer in her eyes that says she is a bit mysterious
any weight from thin {not bony} to heavy {but not gobby fat ewwwe.}
stands proud not slumped over like she is ashamed of herself

i always look at teeth. i can't stand seeing rotten teeth, ones that are all blue from not brushing. a tiny bit of yellow is okay, cos that could come from tea or something. so I think clean teeth are beautiful! also straight, or braces so they are on the way to being straight.
and clean hair is beautiful! doesn't even matter about the style as long as its not greasy and stringy and full of dandruff.

Petite, pretty face, nice figure. Curly hair. Kind of like Shakira. Thats my ideal beauty type. A big chest is nice but not necessary.
Also the girl should dress like a sexy woman and be very feminine.
I personally don't care for tall women, too manly for me.

I'm assuming you mean females - I think a true beauty is someone who has nice skin, doesn't wear gobs of makeup, and always dresses neatly.
